Clarifying penalty rules

I'm thinking through what happens when the ref stops play for a potential penalty but there's no possession. If the ball went out when the ref stopped it, we restart with a dropped ball. If the last contact was by an attacker and there’s no foul, the ball is still in play. But if there was an offside or foul, it’s a free kick instead.
